Robber Baron Quest- Sir Hans capon

I have completed Sir Hans Canon's first side quest next to godliness and I am now trying to start the robber baron quest for the trophy..

 

Do I need to progress further into the story to trigger this quest? I  cannot speak with him at all and there is no icon on the map to tell me if the quest is available. Is this a bug as I have read reports there have been issues starting this.

 

I have just finished the quest "questions and answers" and "pestilence" healing all the sick in merhjoyed.

You should progress a little bit further in the story, the next part part doesn’t trigger right away.
