World war Z: no tier 3 weapons on insane mode

I have been playing World War Z for 2 weeks now and I love it a lot. However I realized that I have  barely found a Tier 2 weapon and never found a Tier 3 weapon when I am playing on very hard or insane difficulty. This is a bit pointless because what  the hell have I been upgrading my tier 2 and tier 3 weapons for? Are the only meant for easy and normal difficulty. I also have realized that that the characters stats are meant more for very hard. Wish they can bring a patch for more built for the characters, a bigger chance to find a Tier 3 weapon on insane 20 - 35%, and please make the bots a bit smarter or add a command which you can tell the bots to go silent, which let them use silencer instead of going guns blazing and get your ass zombie handled just by a few zombie bitch slaps haha.

 

What do you guys think about this? I prefer answers of gamers who played or are playing world war z at the current moment.
