Getting back into Aurochs Fort in Cold Steel 2

I'm towards the end of the game right before you can use the Courageous for the last time, however I'm missing a single enemy entry and it's the Provincial Army Officer. Now I have every other enemy and boss in the place scanned but I somehow ran through the whole area while picking up every treasure chest and apparently missed this one single enemy type. I don't even have a blank enemy listing for it because I didn't seem to run into it at all. I've tried getting back into Auroch's fort by flying to the location and I'm unable to enter. Is there some other means of going back into the fort?

Without doing an entirely new playthrough or loading up an old save, no that area's locked off completely.
