Fences - Invisible walls

Please correct me if my memory of this from the initial release is wrong but - weren't we able to destroy and go through the standard chain link fences?

Not the indestructible ones with overhanging barbed wire just the standard ones.

 

They are destructible but neither the car not the player on foot can pass through where they stood - there's still an invisible wall.

 

It screwed up both my missions and driving a couple of times so I'm really confused.

They were (and are still) destructible, the only issue is the game has a really wonky, glitchy issue with barriers - the barriers closing off the bridge at the beginning of the game, the yellow sidewalk barriers in Staunton Island, etc. They're either not visible, even if the game registers them as being in place, or they're jammed through the world and you get glitched out on them. It's annoying.
