'Stop a crime in every district' challenge

Now I know there is that so called 'glitch' where it doesn't happen on the bridge, but the thing is, one DOES happen (I don't know who else has noticed this). If you start the game again (any mode/difficulty) you will see that there is actually a crime in progress on the bridge when you go over to Jezebel plaza. 

 

That is the first crime that you can stop so what I recommend is that you get to level 14 in the regular story mode or NGP and then stop it in NGP or IATK (depending on what mode you are up to). If you have missed it then tough, you will have to lure someone in from sheldon park, but the thing is that they are very rare there.
