How do I get it? I'm rank 1, and it's not available to purchase from Naomi.

You get the parts for it from beating Speed Buster (Rank 3), then you give them to Naomi, wait for a bit, and the sword should ready for purchase. The trick to making Naomi think it's "later" is to drive off, do a couple of od djobs, go shopping, anything that causes the loading screen to come up, and then come back. Or, you can leave the game, reset the PS3, and then try to buy the sword. Otherwise, I don't know why she isn't letting you buy it.

Nothing's working. She keeps saying it's not done. Does it matter if I'm on sweet mode?

I don't think it would, but I got the sword on whatever Normal mode is called on that game.
