Red Hot Macho Resort boss fight not unlocking

I'm on Red Hot Macho Resort and can't get the boss battle to unlock. I have played the other battles over and over and beat all 3 Pipotrons (Red, Blue and Yellow) am I being dumb and missing something simple?

 

EDIT: Not sure what happened but it unlocked after just playing the same battle over and over ?

feels very random i was stuck on his island for about two hours and it seems he only unlocked after getting the last pipotron i did one more fight and he apeared.

For those still stuck on this piece:
try a monkey on the most recent island and before you start you go back.

If you repeat this action you will get another monkey but also a chance at one of the pipotrons of the level you are currently on.
After you have played against some new monkeys, the chance that the boss will unlock is greater.
