The snakefish is just not spawning for me. Checked multiple walkthroughs and videos and he is not in that location for me. I haven't finished the story yet, but he was there for the other Jedha fish and any other spawn I've tried Skoova has been there. Does anyone know if there is a story-related reason he hasn't spawned, or if its a bug?
