Has Cyan always been this good with the Lightbringer?

I'm at the end game portion of my "perfect" save for this and saw myself forced to equip a merit award on Cyan, so that he could equip the Lightbringer.

 

The reason why is that all other characters have 128 vigor & magic with their endgame helmet/armor (Mog requires the Radiant Spear as well and just barely makes it). Cyan, due to his low base stats, could only get to 127/128 on vigor/magic respectively. (I've played a by the numbers low level game and didn't spend a single point in stamina/speed).

 

Sorry for the long introduction, but I wanted to explain why I made such an unusual choice.

 

Now my Cyan at the back row using the Lightbringer always hits for 4x 9999 damage with his Tempest bushido skill. I thought that the weapon didn't factor in the calculation for bushido damage. It even makes the sound/graphic effect that it is criting, even though no MP is spent.

 

Is this supposed to be like this?
