Missing fragment in swamps

I followed a guide to get all collectibles and one luce fragment in the swaps is just not there. I have 99 fragments. Is this a glitch?

I'm not an expert on the game but I don't remember having any issues with the fragments of Luce. They should all be available in your first play through, so it sounds like a glitch if indeed you're missing one in the swamps. Did you try breaking crates in the area? I know some fragments could be pesky and hiding out of sight.
