I can see the icon in the map screen but in the actual game there's just a guy standing near the table so I can't start the arm wrestling. I've saved at a camp nearby, paid off my bounty and swapped out my Mexican rebel uniform to see if that makes any difference but the mini-game still isn't accessible.
