I dont' know if this is a bug but I can confirm that I got the achievement just by destroying stationary weapons

Afaik only manned stationary weapons count. The best advice i can give is to first grind one of the smaller aircraft to a level where you unlock rockets. Those are infinitely easier to use against the ground weapons since you can fire and get out of there way earlier. Also, i recommend going to 80% of max height or more first, then do a big corkscrew move whilst coming in from an angle of about 120 degrees. If you have it, deploy smoke so the ground target sees a circle getting closer but not exactly where you are. Then whilst you overlap with the target fire the rockets and fly very low over the ground, if possible lower then the target itself (those are usually on small hills).

 

Also, use the respawn screen to see where all those stations are, then remember that or take a picture and circle it in your photo app. Remember 1 or two landmarks nearby so you can recognise where it should be from the air.
