It seems he might just be buggy in general. If you don't do a specific mission using a dialogue choice that favors him it'll prevent you from being able to romance him for his accessory later. It doesn't unlock his second dialogue cutscene in the timeline, which could be a bug. Supposedly after finishing the story you can replay certain things and be able to make the correct choice to fix it, but I've read mixed results.
