A few suggestions

I was just thinking that in regards to tips;

1. When a tip is displayed, the username who submitted it should be a link to that user's forum profile in case clarification is needed, or thanks would like to be given.

2. There should be a stat somewhere on your forum profile that shows how many tips you've given, and how many times people have said they were helpful in total and how many times people said they were not helpful.

If there is a function like what I've described, my bad, I just haven't seen it!

EDIT: Also Sly, I've just seen your thread about site trophies. This would be an EXCELLENT way to get people involved with the tips section!! If you had a site trophy regarding a certain amount of "ups" your tips could get, or how many total tips you've provided!
