I lowered the taxes, gave tax discounts, lowered education, activated schools out policy as need mainly uneducated workers but still having issues. Any tips? Hrafn254 Posted August 29, 2017 Share Posted August 29, 2017 I had most success with evicting most of the city (got from about 140k to 35k), getting rid of offices and then started moving them move back in. This meant that I would have fewer senior citizens and newly moved in families had children and teens whose education I could influence. Also make sure the industrial squares have sufficient demand from commercial. If they don't have place to sell their wares, they will be reluctant to start new factories. Also having enough of raw resources (ore/oil specialised industrial also helps). Expect it to take time. Also don't get rid of the abandoned factories or those screaming they can't produce because insufficient of workforce or materials, because as long as they stand they seem to count towards the total. Just a heads up, I was at about 182k population before I finally managed this. btw this took me longest of all the building requirements. 1 Link to comment Share on other sites More sharing options...
