I play the story 4 times and still dont know how to get it.?

It there a guid out somewhere?

 With this guide here:“another note, while it is not at all necessary for the battle, you can also get Segami's ultimate equipment in NG+ as well. In order to do this, you will have to first get the real versions of every character and then face Time Eater. Once you come back from the fight, you'll notice a question mark in the library. Speak to it (yes, the question mark is a thing you can speak to now) and you'll notice two new quests in the bottom of your quest log, Neptune Vs IF and Neptune Vs Segami. Since you are going for Segami's equipment, take the latter quest. In order to get the Dragon Soul required for the quest, you will need to let a Dragon Knight from the Macarasco Troll Depth go viral before killing it (you'll know because it'll heal and turn a dark purple color). This also means that you cannot use Symbol Crusher GET to skip the fight as this always assumes no enemy went viral. I personally recommend having IF with her Noble Thief class in your party as this has a skill that lets you steal a drop from an enemy if she deals the last hit. This won't guarantee you'll get a Dragon Soul as the Viral Dragon Knights can still drop Knighted Scales as well, but it'll increase your chances.

After this mission, you will have four more duos of similar missions, though these will simply require drops from various dungeons. Feel free to choose whichever quest you want for these duos as you'll already be locked in for Segami's ultimate equipment quest, though I personally picked the Sega Hard Girl every time to be sure.

After all of these missions are done, you'll get a set of five Ultimate Equipment quests pertaining to the characters you chose to do quests for."
