To achieve 1,000,000%, Do I need to complete The forgotten?

There is now 403 secrets with the addition of the forgotten. 
 

Most posts here (and on the guide) only mention up to secret 390. Is he needed?

For 1 million percent? Yes. For sure. All secrets. To get all items you gotta do all secrets pretty much. 

Which means beating every boss, every mode, on hard with all characters. Before Repentance (obviously as its only on pc right now, but for futures sake)

I only ask because I think 1 million % came out before the booster packs and those secrets
