This game is crossbuy for ps4 to ps vita?

If I buy this game on ps vita store or ps4 store is cross buy?

If you check the store page it will mention this:

'One-time licence fee to download to multiple PS4 systems. Sign in to PlayStation Network is not required to use this on your primary PS4, but is required for use on other PS4 systems.
PS Vita: One-time fee for use of downloads on up to 3 activated compatible Portable Console systems.'

 

every game that supports cross buy between vita and ps4 will have this at the bottom, confirming the cross buy.

 

Edit: Sorry, to answer your question, yes it is!  The game plays terrible on the vita though, over half the playtime you will be in never ending loading screens.

Yeah I just checked your region. Those vita games priced at $1 should have been delisted last year (I hope buying them will still give you acces to the game, knowing Sony they might have messed it up) but it will only give you the vita version.
Buying the ps4 version will also give you the vita version:

The game is PS4 -> Vita crossbuy, but not Vita -> Ps4.
