I'm slowly losing my mind trying to work out how to reduce the other societies populations. I've tried propaganda with a Scout but seem to fail more than succeed even with 70% success rate... When you discover other societies, stick to one society and complete their requests each time they come up (or try to) and you'll eventually be able to build the federation with just them after you've filled up the 'friendly' gauge thingy. Also, to make it a little easier Ignore the requests from others completely, but also do not cancel their requests after failing and they will just sit there unfinished,,, just saves on busy work 1 Link to comment Share on other sites More sharing options...
