Shifting loyalties/ Freedom Fighter bug

This Forgotten Saga quest is bugging out for me at the part of the quest where you need to fight the werewoIf after giving the NPC the moonstones. I trigger the encounter all I get is a larger than normal druid and after I kill him, I am stuck in that encounter zone by the barriers that appear during the battle. Some threads online say you need to fall into the green water to reset the zone but there's no green water in the encounter zone.

 

Edit: I quit to the main menu and thankfully that didn't rest my run and fixed the quest.
