It is part of the PlayStation Plus Collection (download-only, no streaming) but it is not part of the regular PS+ game library. Keep in mind that the PlayStation Plus Collection will be removed in May so make sure you claim all the games that you are interested in ASAP. They will not disappear in May if you add them to your library now. You only need to have PS+ Essential which is the lowest tier in order to play it. I believe you can claim it simply by searching for it in the store on the web or on console when signed in to the account with the PS+ subscription. The correct game icon should be the one with the big red "PLAYSTATION HITS" logo on top. If it says a price, for example $19.99, try clicking the (...) three dots inside a circle to see if there is another version you can claim. If you have found a store page where it says "Included in The PlayStation Plus Collection (for PS Plus subscribers with a PS5) then you should be on the right page.
