You need to attempt That helped, right? in Concordia. For whatever reason, Non sensical sacrifice is disable in most maps, except Concordia. Using a second controller, trigger the abiltiy while reviving the second player. It should make the ability pop. It took less than five minutes to get Nonsensical Sacrifice and MedBot (which I was able to activate multiple times).
