100% Warren District

So I’m 97% done I have every side mission completed besides the north right corner tip of the math I tried getting people to come out but I keep killing them and nothing I thought it’s possibly a hidden package and there’s no one around for a side mission does anyone have any idea what this could be?????

Comparing our trophy lists it seems that I was able to complete the Warren district before completing the game as a Hero. While it’s been over a decade since I’ve played inFamous, I wonder if you beating before clearing the district may have locked you out of some mission or possibly bugged out a side quest. 
 

You could always start a new game and complete the district as soon as you can. I know that would eat up a decent bit of time, but the game isn’t too long especially if you’re familiar with it. Have you checked images of completed maps of that district to see if there’s an icon or something you don’t have?

Ya I manage to get it turns out I kept going to the place and kept killing the suicide bombers around the part that wasn’t appearing side mission and eventually after 2 hours it eventually drops me a side mission for a package to find. Really annoying that it didn’t just pop up right away. But regardless manage to get it.
