If you have both Neptune and Noire and a decent level, then, when you accept a mission, fill up both Noire's and Neptune's HDD Gauge via killing monsteers and chaining combos. Once one of them (or both) are full, transform, and then use the EXE Special attack (hold + , then press ). It just takes a bit of practice.
