Have you already found her and finished up her mini-arc? If so, follow Skyes' advice, there should be a teleport location in Grand Steps. If not, she is close to Ragnarok location. but the hollow area is different in PS4 I believe. Nope, it's absolutely same =D I also think you can't have a partner with you for her to appear?
