Pokemon GO Android Problem

Hi guys. I play Pokemon Go for a few months and for christmas my brother got a phone that could play Pokemon GO, but he don't have a cellphone card, so the only way for him to play Pokemon go is for me using wifi router on my phone. For a few days we could go outside, I turned on my mobile data internet, GPS and WiFi router, and he turned on his WIFI and GPS and he could play by using my mobile data internet.

Yesterday when we did that my game just showed up with the problem "GPS signal not found". I tried other ways of trying to play, by using only WiFi or only mobile data, and both worked, but when I turn on the WiFi router the game loses his GPS again.

I already tried uninstall the game, clearing all game data and did a factory reset too. But even after a factory reset the game won't get GPS when I activate the WiFi router. Can someone help me to unsolve this case and why it did happen?
