Do not, under any circumstance hire a technician before you're asked to by the journal/log, it will glitch your progress! Do it in the small steps! If you receive the Roamer Geobay blueprint BEFORE the game asks you to talk to the technician, you will glitch the system and will have to find the Voltaic Cell blueprints and its components ON YOUR OWN without the handy location notifications!

premise: you have to build a vehicle.

so:
game tells you to build a terminal
game tells you to go and hire an NPC for that terminal
game tells you to talk to NPC at the terminal for blueprint
game tells you where to get components for the blueprint ...

I get the blueprint before I get the promp to talk to the NPC now I'm stuck it's like BASIC PROGRAMMING if(blueprint is owned){complete that part of the quest}; FFS

Sure, even I realize I'm simplifying it, but this is something so predictable they should have taken it into account. It's a sandbox game, people WILL do stuff out of order...
