Territory pledges glitched?

I’ve just completed my 10th territory and it was Glowecestrescire. After putting my raven on that part of the map, the alliance map doesn’t give me any more areas to pledge to but I’ve not been to about 3 or so of them still. Anyone else had this issue or am I missing something I need to be doing?

I believe you need to continue with the main story.

 

Wincestre is related to the main story, and it should give you the option after you continue to a certain point. Just check the tent/pledges after doing some story missions.

In the picture the Lunden arc doesn't appear to be finished.

I have no missions to do though? I have nothing to tell me what I need to do next. The only quests available are speaking to people in my camp or the Yule festival.

Have you built the

hidden ones bureau

in your settlement, believe you need that before you can select the Lunden arc as the character that is based there will give you info about things happening there, once you complete Lunden then you should be able to start Jorvik, then this will lead to Wincestre as all there missions involve the

You need to build the assassins guild in your settlement which will trigger the mission from the assassin to learn the leap of faith. Once that is done you can do lunden arc

Like people said above: Build the Hidden One's bureau in your settlement and do the mission with Haythem (Leap of Faith), then you'll get the option to do Lunden, Jorvik and Wincestre (in that order, pun intended). And only after completing these 3 you will unlock Hamtunscire.
