In the guides I've watched there are planks across the top of the wall that allow you to reach the lorestone but none of the guides I've found actually show you how to get those planks to appear! I went back and watched the guide for the EU version on this site and it literally shows you exactly how to get this lorestone - which is not difficult at all. I don't know how I missed this!
