“Friends from Afar” not progressing in Tier 1 mode

After sniping the first 3 enemies and the Sniper, the level does not progress. Dusty just says “target eliminated” and it does not progress to the next batch of enemies, leaving me there to just scope out the mountains.
Has anyone run into this problem and Is there a fix? 
I did not run into this problem on the normal playthrough of the level.

After the first set of enemies the game won’t tell you where the rest are, you have to find them yourself. Here’s a video showing all the enemy positions.
