barticle Posted February 24 Share Posted February 24 The parole hearing is just a test of an inmate's re-offending rate - they'll be released early if their current personal re-offending rate is below the threshold you set for parole. The Reform menu with the Second Chances DLC helpfully illustrates the factors that contribute to re-offending rate which include their Punishment, Reform, Health and Security gradings; known traits; Volatile/Deadly reps; addictions; gang membership; convictions; family and age. You can do various things to improve their gradings and run drug/booze rehab for addicts. If playing with gangs in the Gangs DLC, there's the gang rehab and tattoo removal programmes.
