For the 'Leadership' trophy, how many staff members need to be lvl 20?

You'll unlock Maki later in the story. She'll work for free and you've no daily extra costs (salary) after training her. It's just the money for leveling her up.

Other staff will getting more expensive with each level.

 

At the end of the game you'll probably make enough money to earn 200.000 - 300.000 in a week. So this shouldn't take long.

I leveled up Drae, not Maki, and had no regrets afterward. As you pointed out, clearing $200-300K per week means money is no longer a big deterrent. Despite having all staff hired and daily expenses running at $5.5K/day, I still routinely clear $23-40K per night. [SPOILERS AHEAD]

 

Drae is more versatile than Maki and arguably the best choice for manager of the branch location. Once Drae is level 13 or 15, the branch becomes capable of serving Rank 9 food. This significantly increases income, as foods from the Glacial Area (such as Duncleosteus Meat) are Rank 8 and 9. Not all staff can serve Rank 9 food, regardless of their level. Also, at level 15, Drae unlocks the Ice Fish Curry recipe (+12 or +15 Research to activate), which is great for the Curry Festival.
