Because it's content that was only included in and related to the first game. Wanna play it? Buy the first game. Skylanders does the same thing with Adventure Packs. They function as bombs when placed on the portal for later games so they do serve a purpose. But obviously, you can't play the Adventure Pack content because it's not included in those later games.
