I found mine in the sewers in Old Town on one of the worker zombies. And contrary to what the trophy guide on this site says, it doesn't have to be called a pipe wrench, I got the trophy using a monkey wrench annnnnd the monkey wrench was half damaged when I got the trophy so it doesn't have to be fully repaired.
