How do you form a crew in order to do races?

You need to advance the Story and unlock the East Coast. Once you are a few story missions into the East, you will unlock the PvP lobbies.

I have another question about creating a crew. I played the game at release and I know how to create a crew.

Now I plan to achieve the endurance trophy someday. I read somewhere that people with the standard version (also without the addon) cannot join or create a crew. Is it right or a missunderstanding?

I dont want to buy the dlc, but I miss some trophies like pvp.

Is it possible for me? Or it is a situation like in another games with players-can-only-play--with-players-who-own-the-dlc/or-not?

You don't need the DLC to platnium and you can vs people with the DLC even IF you don't have the DLC.
