Try this: After you´ve unlocked your 3 underbosses and passed the first sitdown, attack any distric and assign one of the Rackets to Cassandra to unlock the women who cut the phones and the other Racket to Burke to unlock the C4 on the Weapon Store. VerCettI Posted October 11, 2016 Share Posted October 11, 2016 It's not just having associates on your wheel. You need the upgrades. It probably popped after you finished one of the side missions.
