Emil's shop help

I'm been trying to get the two combat braces from Emil but I've only found him 5 times (3 times by the desert camp and twice by the bridge that leads to the factory), however 4/5 times he sold plug in chips and 1/5 he sold crafting material. Is there any other places he spawns or am I doing something wrong. Note that I've already completed ending D and E and reloded the chapters correlating with A and B endings.

I have gotten the material for the weapons and just searching for simple gadgets now

Access Emil's shop for the first time (doesn't matter what he is selling)

Go to Resistance Camp

Save game

Reload game

Open map after spawning

Check Emil's starting position

Refer to pictures below

If Emil is in the "Bad Items" starting position, reload save

If Emil is in the "Good Items" starting position (closest to Resistance Camp), he will either sell his weapons or +6 chips or high quality materials.

Go chase him and buy what you need.

If he is not selling what you need, reload save, then check his starting position again.
