Do lost cargos respawn? I'm having trouble connecting the non-story facilities?

Like the first one I want to go is Luden's Fan, but I can't find any lost cargo near him. I used the watchtower, nothing. But I keep seeing the same ones. I don't know if it's glitched, or missable, or something, but it's frustrating me. I checked guides and it doesn't seem that many people have trouble with it.

It should respawn eventually, but most of the time Lost Cargo for whoever is random, so you'll probably see Lost Cargo around for someone else a lot of the time. For the Luden's Fan you should be able to find some Lost Cargo a bit West of his area though. I remember it being close by to where he is anyway. But the other non-story ones will be like this too and so the only thing you can really do is either wander around back and forth and scan to see if it will spawn eventually or try resting in a facility and seeing if that will reset the area.
