Why have leaderboards

The number 1 person has a platinum in 46 seconds which means hes using hacks and such.

That is not hacking, you can finish a game on say your PS Vita and then load that save file via PSN's official "cross-save" feature to your PS3 and all of your trophies will all pop in a very short amount of time (30 seconds - 3 minutes) because it identifies the completion of your save file from the other console platform you've played on. That's when you have a cross-save game where a save file can be OFFICIALLY loaded over PSN's servers via your profile name from your Vita to your PS3 or vice-versa, it's known as "double-platinuming" a game, and although it's very cheap, it's legitimate and not cheating/hacking. (Some games that have cross-save are Sly Cooper: Thieves in Time, Sound Shapes, MotorStorm RC, among others). At the time cross-save released, I remember Sony community employees at the PlayStation Blog and the Official PlayStation Podcast were "advertising" it of sorts or saying how cool double-platinuming is. Luckily there are a limited amount of games that you are able to do this with so it's not a major issue.

Cheaters can be reported by premium members on this site and as far as I can tell, they've kept a good eye on cheaters on leaderboards (at the top of the leaderboard page it says that 12,000 cheaters have been removed).
