How do I unlock this? Is there a related ingame achievement that gives more detail? Any help would be welcome and much appreciated.

This related to a side story quest about dragonspine, once you followed all the quest like break all pieces of shattered ice, you will unlock a dungeon under this strange column. 

 

You can pick the startup quest at a camp under the dragonspine, firstly you will unlock the frostbreaking tree, then you will have to find and break 3 shattered ice.

As mentioned before, quest is at the camp by dragonspine. Unlock frostbearing tree, go around dragonspine and do what you did to the frostbearing tree with other spots around the mountain. After you've done those 3 areas, you have the center of dragonspine, which you'll need to do break the ice a couple more times to raise the pillar. After you're done and it's raised, make sure to talk to the lady who gave you the quest to actually get the achievement. If you're lost at any point, there's guides everywhere, since it's a bit of a hassle of a quest. Good luck!

This was probably my least favorite quest so far. It felt really really long. Glad I persevered through it.
