no free PS5 upgrade for PS4 physical owners?

i have the ps4 physical disc and i am not getting the upgrade to ps5 version, like i got on watchdogs legion and others.
the enhanced version doesnt even appear on my ps store on ps5
any help?

Highlight "copy"  don't select

Right side of screen should be an icon with the free upgrade

i just did that and it is showing the price.
doesnt say anything about downloading the ps5 version

UPDATE - okay guys so i used the US account of a friend and got the free ps5 upgrade to appear....
for some reason it hasn't been on the indian PSN store yet

I know if some regions some games will charge a small fee for the upgrade.  Not sure where or if this might be one.
