Buying other region games means either creating an entirely new account in that country or finding somewhere which has a retail copy available if there is one. Since this game is Z rated, you have the additional problem of needing either a valid Japanese Credit Card (which can only get by either living in the country or know someone willing to lend you theirs) or one of the grey area alternatives so you can bypass the strict content controls for Adult content on the JP PS store and actually buy it.
