I've just checked and yes, it's still possible to get games with download list. Sorry, I'm stupid. 😳 I was expecting it wouldn't work without access to store. PSN sales not working for like a month after that. Now everything is finally fixed, but PS3 and VITA players pretty much cant use Croatian accounts which sucks for the more casual people that have no idea how to make regional accounts.
