Understanding one of the columns in a game's trophy list

It will be best to just give an actual example. I am working on GTA4 100% completion. From my profile, I click on my GTA4 trophy progress link. The third trophy down is a trophy called "One Hundred and Eighty." There is currently an 18.69% (rare) achieved rate for that trophy. That number is simply arrived at by dividing the amount of players that achieved the trophy by the amount of players that own the game (225,242 divided by 1,204,952). However, if I hover over that column, the figure changes to 6.2% (very rare). What does this number signify? I've tried crunching a few numbers but I can't seem to figure it out. Thank you.
