Where to find interventions?

I'm trying to get the trophy for 15 billboards/interventions but I never run into these random events. Does anyone know how to get them to spawn or anything?

Here's a few of their locations, copied from TrueAchievements

 

 

1. From the Eden Village safe house, take the only zip line down. When you land take a few steps forward and turn slightly to your left. You'll see the group of NPCs on the lower platform down a set of stairs. (Accessible post story completion)

2. Near Plastic's Lair safe house in Shimmering Heights, locate the dash "Donkey In An Oven". Standing on the dash's staring point, walk forward off the small ledge, past a rectangular glass barrier in the ground, drop down again off another small ledge, turn right and that's the spot (as described by RioT vIv). (Accessible post story completion)

3. Near Plastic's Lair in Crystal Valley, locate the dash "Consumer Mayhem". From the start point, turn away from the stairs and head towards the glass office building. Drop down then slide down the sloped part, jump the gap between buildings (each have a ramp like thing on the ledges). Turn left, climb over the giant yellow/black safety landing pad, and to your right is a small "pit" in which you'll find the intervention (as described by RioT vIv). 4. Fast travel to the Centurion Yards safe house. Jump down onto the giant yellow/black safety landing pad, continue across the walkway with the two flags, turn left and grab the zip wire. Drop down from the wire when you see a set of stairs on your right that lead to the roof of a smaller building. Go up that staircase. In the distance next to a orange and white building is a Intervention location (thanks again RioT vIv). (Accessible post story completion)

5. Near the lone billboard in Crystal Valley. Standing under the billboard facing it, turn left and walk to the end of the building. On the next building, a little bit to the right is the intervention (thank you Picknicker9593). (Accessible post story completion)

Does anyone know how to get them to spawn or anything?

Yes.  Become an addict in something and sacrifice all for that one thing.  Usually friends or family members will appear at your place of residence in efforts of stopping you.
