Need battery to activate platform to get to 5TH level

in Bleepside Lake, been searching for a while now but no luck, any know where it is?, thanks

 

EDIT I had to talk to the pirate to give me clues to find chests scattered around the hub then he gave me the battery

These chests aren't scattered randomly. Talk to the guy from this hub to get clues on where to find the next chest. They are mostly located on wooden platforms that you see around in this hub. When you find the one that the clue refers to, the next chest will spawn. I don't remember where the first one is. There's a chest just south (and below) the first level (clue refers to 'behind the antenna'), one near the circus level and one on the pier. Afterwards, like jinxcendant-xiii says, talk to the guy from this hub again for the battery.

 

You also need to throw a bomb at the south western end of the map and another somewhat in the middle south (you'll go pass this bomb point during on the races). The second bomb spot frees up the guy who can use the battery so you can reach the final level.

For the Bomb though, you need a special costume and I haven't been given it yet and I am in Bleepside at this moment.
