The tokens are earned for letting certain people through despite their papers not being in order. At least there's no trophy for all 20 endings. It's pretty much easy. Just gotta know who to let by to get their coin then do certain endings. It's not too difficult as long as you pay attention on infractions on the papers and reject them or clear them if it's just a name issue and they literally did just change their name.
