Yes sometimes theres not many players on but you shouldnt have a big issue. Month or 2 ago i got on and finished it for ps3 and not long sfter i finshed up ps4. Both times required no boosting. If you jump on and theres not enough people on just wait a few minutes or try again later or next day. Not necessarily, but I'd recommend it. Me and my boosting partner got a lobby with 5 other random people who were really good at the game.
