Hello im here asking for advice Im planning to buy a ps vita but some games I like are from japan but I don't have a psn account from japan can you help me here ? and do I have to transfer US dollars in to YEN ?

You can only have one PSN account active on a Vita so unfortunately you won't be able to purchase any content from any region other than your own. However, you can still buy and play physical Vita games from other regions but you just can't get any DLC.

You can only have one account on the Vita, if you select another, you'll have to delete all your data/games.

I'm fairly sure you have to have the same accounts active in order to transfer anything between the PS3/Vita.

Nope, if the Japanese game is digital, you need to earn trophies on the account you bought it with. 

If the Japanese game is physical, I am pretty sure you can still play it, but you will not be able to play any sort of DLC for the game as your account is not Japanese.
