I'm sure there's a limit, but some are very well hidden and require certain circumstances to arrive. For instance, I just had one appear at the luxury clothing shop downtown. It only showed up on the map as an area of interest after I'd bought something at the shop. So if you never buy clothes, presumably you'd never see it. OT though, i do hope there will be some nice clothing available in this game. It is a shame that the protagonist has to wear street rags most of the time...
